PROBLEM TO BE SOLVED: To provide a web structure in which a wrinkle and a tear hardly occur in a molding process. SOLUTION: A web structure comprises a plurality of cellulose fibers and a binder for binding the cellulose fibers. In the web structure， a melting ratio of the binder on a surface of the web structure is higher than a melting ratio of the binder in a center in a thickness direction of the web structure.
