医院全院无纸化签署服务平台

随着医疗领域信息化的建设与发展，传统纸质化手写签名方式的低效率、高成本应用模式已无法适应医院的发展需求，医院在处方、检查检验报告、医嘱、知情书等方面迫切需要建设电子化、无纸化的应用模式，以此优化医疗业务办理流程，提高医疗业务处理效率，加速医院医疗资源共享利用。医院全院无纸化签署服务平台是以符合《电子签名法》要求为原则，以满足医院医护人员各类医疗业务办理电子化签署应用场景为出发点，以保障业务数据完整性、防篡改性、防抵赖性且使生成的电子凭证或文书具有纸质手写签名同等法律效力为落脚点而设计的一套安全签署服务平台(简称平台)，平台支持USBKEY证书、移动证书等应用，支持在PC终端、手机终端等环境进行各类电子文书的签署应用。

With the advancement of informatization construction in the medical field, the low-efficiency and high-cost application model of traditional paper-based handwritten signatures can no longer meet the development needs of hospitals. Hospitals urgently need to develop electronic and paperless application models for scenarios such as prescriptions, laboratory and imaging examination reports, medical orders, informed consent forms and others, so as to optimize medical business workflows, improve the efficiency of medical business processing, and accelerate the sharing and utilization of hospital medical resources. Designed as a secure signing service platform (hereinafter referred to as the "Platform") for the entire hospital, the Platform is developed in compliance with the requirements of the *Electronic Signature Law of the People's Republic of China*. It takes meeting the electronic signing application needs of various medical business processes for hospital medical staff as its starting point, and takes ensuring the integrity, tamper-proofness and non-repudiation of business data, as well as endowing the generated electronic credentials or documents with the same legal validity as handwritten paper signatures as its core objectives. The Platform supports applications such as USBKEY certificates and mobile certificates, and allows electronic document signing in multiple environments including PC terminals and mobile phone terminals.
