This file presents the results of a content analysis of strategic documents from 80 Ukrainian higher education institutions (HEIs), focusing on how these institutions articulate their societal engagement and civic responsibilities commonly referred to as the "third mission." The sample includes a diverse range of institutions varying by region, type, ownership (public or private), and relocation status due to the war. To structure the analysis, we developed a coding framework the Third Mission Strategies Matrix (TMS Matrix) which categorizes universities’ strategic approaches into four types: TMS-1: Standalone third mission strategy TMS-2: Integrated third mission statement TMS-3: Implicit third mission functions TMS-4: Absent third mission references Each university strategy document was reviewed to assess the presence, language, and integration of third mission elements. In addition to third mission coding, the matrix also indicates whether the strategy was updated after 2022 and whether it includes war-related content (e.g., references to wartime support or post-war recovery). All strategy documents were retrieved from official university websites, read in their original Ukrainian language, and, where necessary, translated for consistent analysis. The resulting matrix offers a comparative overview of how Ukrainian universities define their societal roles, especially in the context of war and recovery, and serves as a foundational dataset for further research on university engagement during crisis.
