Quantum Stabilization Dynamics (QSD) as a complete unified framework constructed from a scalar coherence-field Lagrangian through four successive derivation layers. Layer I (field theory) derives the TriLock condition and shows that the TriDelta coordinates (∆J, ∆L, ∆X) are exact algebraic functions of sync-model parameters, with the balance condition selecting θ* = arctan(√2 − 1) = 22.500° (rounded to 22.48°). IBM ibm_fez hardware confirms the operating point to measurement precision. Layer II establishes the covariance-energy geometry with orthogonal projector decomposition and sub-Gaussian concentration. Layer III proves the central Input-to-State Stability (ISS) bound: ‖et‖ ≤ ρ^(t/2)‖e0‖ + D/(1−√ρ) under any bounded disturbance. The framework is validated on nine real-instrument events across five domains (GOES XRS, DSCOVR solar wind, LIGO, geomagnetic, optical). Cochran Q = 4.17, I² = 0%, pooled Zθ = +36.2 ± 2.4. All free parameters are explicitly identified. No constants are fabricated. Full manuscript PDF and reproducibility code included.
