Flooding is one of the most important challenges created by natural hazards and affects primarily coastal areas. It brings many consequences in terms of housing recovery (HR), especially for vulnerable populations. It requires a planning phase that involves a complex coordination between the quality of the houses, and the development of a sustainable housing recovery strategy. There is a limited availability of literature describing how to assess and compare a sustainable and resilient community from the perspective of Long-Term Recovery Groups (LTRG). This study uses interviews with a diverse set to LTRG members to develop a model of the consequences of Build Back Better for post-disaster recovery based on the experiences of LTRG members in previous disasters in the United States. The goal of this paper is to raise awareness of the importance of planning a sustainable and resilient housing recovery, and the approaches/strategies being attempted.
