AbstractThis paper proposes that, in any physical region characterized by a given x value, the time required for a minimal stable particle (e.g., an electron) to complete one full cycle—measured by a specified instrument—can be fundamentally anchored to the Planck time. This provides the most foundational basis for universal time metrology.Note: The phrase “anchored to the Planck time” means that the physical origin of the cosmic time unit So is rooted in the fundamental action of the World Quantum at the Planck scale, Lp. The numerical value of So reflects the environment’s modulation of the invocation and projection of this elementary action, as mediated by the coupling factor x.
