Monitoring and evaluation results of government programs outlined in Multiyear Plan

Abstract:This paper presents a methodological solution for the financial and physical monitoring of governmental actions and programs delineated in the Multiyear Plan of the State Government of Santa Catarina (SC). It constitutes an applied and descriptive research that follows a quali-quantitative approach. In order to do this, we made use of the technical procedures of an action-research undertaken by the Department of Finance (SC) by means of systematic observation and interviews with managers. The research resulted in a method of deploying the product of budget actions in terms of specific goods and services, all capable of being monitored both in physical and financial dimensions. However, according to the managers, the reliability of the physical information on the goods and services continues to be the greatest challenge of the method.
