This Regulatory Impact Review (RIR) was prepared to meet the requirements of Presidential Executive Order 12866 for an evaluation of the benefits and costs, and of the significance, of a proposed Federal regulatory action. Analysts have also drafted an initial regulatory flexibility analysis (IRFA) to comply with the Regulatory Flexibility Act.
