Survey data on street – level implementation of the Sendai Framework in Greek civil protection governance (GSCP, 2025)

This dataset contains quantitative survey data from a cross‑sectional, census type study of personnel in the General Secretariat for Civil Protection (GSCP), the Greek central ministry responsible for civil protection and disaster risk management. The study targets the full bounded population of eligible GSCP staff to capture intra organizational variation in street level implementation of the Sendai Framework. Greece is treated as a critical case due to its high multi hazard exposure, formal Sendai adoption, and documented implementation constraints, making it a productive context for examining asymmetric institutional adaptation. Data were collected via an anonymous online questionnaire administered between 27/10/2025 and 06/11/2025, yielding N = 74 valid responses. The instrument operationalizes the four strategic priorities of the Sendai Framework into Likert scale items (1–5), anchored in respondents’ perceptions and practices in their immediate organizational environment. The dataset includes item level responses, plus structural variables on place of service (mainland/island experience) and professional role/specialization within the ministry’s hierarchy. No personally identifiable information is included.
