Tira, Bota, Deixa Ficar: How Policy Shapes the Development of the Film Distribution and Exhibition Sectors in Brazil

This thesis examines how public policy supports film distribution and exhibition in Brazil. It traces the history of Brazilian film and cultural policy and analyses current industry conditions. The research shows that recurring political instability leads to weak and fragmented support for these sectors. This results in uneven development across sectors, the dominance of international films in cinemas, the strong presence of large international companies, and cinema access remains largely limited to wealthier urban audiences due to cost and location. The thesis proposes a more coordinated policy approach across the industry to promote wider access and sustainable growth.
