Standard physics regards the Planck system parameters (l_p, m_p, f_p, ħ, c, G) as the smallest scales of the universe, believing that no describable physical structure exists below these scales. Based on the envelope surface framework and Frequency World Theory, this paper argues that the Planck system itself is an envelope surface — it is not an absolute bottom layer, but a reading interface. Just as the electron envelope surface is generated by the Planck envelope surface, the Planck envelope surface must necessarily be generated by a higher-level envelope surface. This paper systematically analyzes the logical necessity of the Planck envelope surface as an "intermediate layer" rather than a "bottom layer," discusses the possible forms of its upper-level envelope surface, and points out that the Planck scale as the "smallest scale" is a reading rather than an existence.
