Paper-G Reproducibility Package: Animal Shelter Governance Empirical Dataset (Performance Without Accountability — Data and Analysis Materials)

This dataset package supports the manuscript 'Performance Without Accountability: The Decoupling of Institutional Improvement and Decision Reconstructability in Mandatory Reporting Regimes' (submitted to Governance, Wiley). The package contains three files: 1. shelter_analysis_pipeline.py Fully reproducible Python analysis pipeline (v1.0, May 2026). Produces all tables and numbers reported in the manuscript from source CSV files. All operations are deterministic; given identical source files, outputs are bit-for-bit identical. Requires pandas, numpy. Source data must be obtained from municipal open data portals (URLs documented in analysis_log.txt within the pipeline outputs). 2. source_manifest.csv SHA-256 checksums (truncated to 16 hex chars) and row counts for all six source CSV files used in the analysis: — Austin Animal Center Outcomes (N=173,775, 2013–2025) — San Jose Animal Care Center FY2021-22 through FY2025-26 (N=52,759 combined across five fiscal years) Enables verification that the correct source file versions were used. 3. numbers_ledger_shelter.csv Canonical numbers register with claim IDs (AU-xxx, SJ-xxx, XC-xxx). Every number reported in the manuscript traces to a claim ID in this ledger, with computation method and VERIFIED/MATCH status. All 35 claims are VERIFIED. Source data availability: The raw outcome records are publicly available from the City of Austin Open Data Portal and the City of San Jose Open Data Portal. URLs and access dates are documented in the pipeline's analysis_log.txt output.
