POLEN

POLEN (Foreign Policy in Numbers) is a portal that presents a variety of data on Brazil's activities abroad, as well as federal spending on the country's international relations. We pay special attention to Brazil's bilateral relations, through the foreign policy index, an aggregated measure of several indicators on the level of bilateral engagement with 195 countries, as well as diplomatic spending by country. With this data, we are able to evaluate foreign policy under the traditional model of public policies of costs (input) and benefits (output), assuming as a central objective to maintain or increase international engagement with its peers. Determining the success or failure of foreign policy requires the establishment of a tangible objective, capable of measuring the costs of the initiative and the gains achieved. This platform seeks to contribute to the construction of a quantitative model for evaluating Brazilian foreign policy.

The present data compressed in the folder called Data POLEN are hosted on the website: polen.iri.usp.br On the website you will find all the data in a user-friendly format, with filters, graphs and the possibility to download datasets. We recommend using the virtual platform to obtain and manipulate the data.
