This record archives SGUFT G-closure layer V18 (HES1), an adjudicable (PASS/FAIL) evidence package that promotes Hessian degeneracy handling and construction-validity conditions into the adjudication layer. The package provides auditable criteria for distinguishing admissible degeneracies (e.g., gauge/constraint-related null modes) from pathological instabilities, and for validating block-structured constructions through Schur-complement based checks. Adjudication is derivative-free and depends only on declared outputs together with audit/manifest under frozen thresholds (eps = 2e-3). Numerical stability is stress-tested using a frozen 2×4 regularization/cutoff matrix (HK/LP regularizer families × four cutoff levels). Adapter-level verdicts are aggregated to a run-level verdict using the standard ≥2/3 adapters PASS rule. Explanatory notes and any external comparisons, if present, are excluded from adjudication.
