The Personalized Autonomy Allowance (APA), introduced on January 1, 2002, is a benefit awarded and paid by the Department, intended for people aged 60 or over who can no longer, or with difficulty, perform the simple gestures of daily life (get up, move, dress, wash, eat, etc.). This allowance, which makes it possible to finance, at least partially, aid linked to a loss of autonomy, concerns only people whose degree of loss of autonomy corresponds to iso-resource groups (IRGs) 1, 2, 3 or 4 (people covered by IRGs 5 and 6 are not eligible for the APA) and is open to people accommodated at home or in an establishment.
These data correspond to the number of home-based APA beneficiaries residing in the Hauts-de-Seine and of APA beneficiaries in institutions whose emergency home is located in the Hauts-de-Seine (the establishment is not necessarily located in the Hauts-de-Seine). These are beneficiaries with rights opened on 31 December.

GIR
Iso-resource group. Iso-resource groups measure the degree of a person's loss of autonomy. Six of them are drawn up on the basis of the Aggir national evaluation grid (autonomy, gerontology, iso-resources group): IRG 1 corresponds to the highest degree of loss of physical and mental autonomy and IRGs 5 and 6 correspond to people who are not very dependent or able-bodied.
GIR 1
Loss of mental, bodily, locomotor and social autonomy, requiring the indispensable and continuous presence of stakeholders.
GIR 1+
Additional allowance (within the limit of 30 additional hours of home help) and specific to the Department of Hauts-de-Seine allocated to APA beneficiaries under GIR 1 and highly dependent, whose aid plan exceeds the amount of the legal ceiling.
GIR 2
Persons confined to bed or chair whose mental functions are not totally impaired, requiring care for most activities of daily living as well as persons whose mental functions are impaired but who have retained their locomotor abilities.
GIR 3
People who have retained their mental autonomy, partially their locomotor autonomy, requiring daily and several times a day help for their bodily autonomy.
GIR 4
People who do not carry out their "transfers" alone (get up, lie down, sit down) but who, once lifted, can move inside a dwelling. They sometimes need help with toiletry and dressing, the vast majority eat alone. This group also includes people who do not have locomotor problems, who need help with toilets, dressing and meals.
Emergency home
The allocation of an emergency home for a disabled or elderly person makes it possible to determine the community that will take care of social assistance benefits. The emergency home is acquired by a habitual residence of 3 months in the department except for persons admitted to health and medico-social establishments as well as those welcomed by approved families, who retain the emergency home they had acquired before their entry into the establishment or host family.
