A harmonised EU public-procurement competition resource: a raw-TED competition-carbon panel (2012-2023) with recovered bidder counts, and a full-bid-set tender corpus from eForms (2024-2025)

Two-part open resource accompanying the Scientific Data Data Descriptor. Part A: a contract-level EU public-procurement competition-carbon dataset (21.6M carbon-mapped contracts of a 25.1M de-duplicated total; 27 territories) rebuilt from the harmonised TED contract-award-notice layer, with a deterministically rebuilt country x CPV x month single-bidder/competition panel (2017-2020), a CPV-EXIOBASE carbon weight validated against Eurostat (Spearman rho=0.82), Directive 2014/24 transposition dates, and an EU-ETS emitter crosswalk. Part B: the first EU-wide full-bid-set corpus parsed from eForms (302,555 single-award notices, 2024-2025) giving the complete ranked tenderer set per award, plus a pre-registered worked example (protocol + verdict).
