Before Hurricane Katrina devastated the Lower Ninth Ward in 2005, it already had a history of being disadvantaged. The excavation of the Industrial Canal - which cut the Ninth ward in half and segregated the lower portion from the rest of the city - was arguably the most disrupting change to the area. Although the canal brought with it jobs and a revival of the shipping industry, it also pushed the Lower Ninth Ward further away from the rest of the city.
