基础数据采集系统主要用于政务服务窗口建设、便民服务中心进驻事项等基层政务数据的填报、审核与存储，涵盖乡镇（街道）、村（社区）两级综合性及部门单设类服务窗口的建设信息、进驻事项数据等，数据类型以填报数据为主，同时支持文件数据上传。系统设置用户中心、数据中心、填报审核等功能模块，主要由镇政务服务工作人员完成录入、更新与管理，是基层政务数据治理的核心载体。

The basic data collection system is primarily designed for the filling, review and storage of grassroots government affairs data such as government service window construction and items settled in convenience service centers. It covers construction information and settled item data of two-level comprehensive and department-alone service windows at township (subdistrict) and village (community) levels. The data types are mainly manually filled-in data, while also supporting file data uploads. The system is equipped with functional modules including User Center, Data Center, and Filling and Review. Its data entry, update and management work is mainly completed by government service staff at townships, and it serves as the core carrier for grassroots government affairs data governance.
