Motivated by the increasing convergence of conventional (analog) participation formats and digital tools in urban and regional development, this paper presents a quantitative analysis of user engagement in the urban development project “Sorgende Stadt Hemau“ (Hemau: A Caring Community). The results were generated during an initial collection of ideas for the redevelopment of a town center area incorporating care facilities. This process was accompanied by a citizen participatory approach. Both analog participation formats and a digital, geo‑based tool were used. The analysis reveals that analog and digital events – or participation phases – mutually affect one another and therefore must be conceived and managed in an integrated manner.
