1.筛选和确定评估指标体系。对比国际、国内有关生态系统服务价值和生态资产评估典型范例,并结合青海省的生态区位,确定青海省生态系统服务价值及生态资产评估研究指标体系,确保评估指标系统科学。 2.构建生态系统评估数据平台。广泛收集和整理青海省环境监测数据、遥感数据、资源调查数据、长期气象观测资料、重要物种、土壤、植被、土地利用、社会经济指标等数据,通过 3S 技术等方法和手段,集成建立生态评估所需的综合数据平台。 3.定量评估青海省生态系统服务价值。采用当前国际上主流的生态系统服务价值评估方法,定量评估青海省森林、湿地、草地、荒漠、农田等生态系统及重要生态功能区的生态系统服务物质量的时空格局,采用多种经济价值转移方法,计量各类生态系统服务价值。 4.定量评估青海省生态资产价值。按照国际通用环境经济核算规范,充分利用生态系统服务价值评估结果,定量评估 2012 年青海省生态资产价值。 5.进行青海省生态系统管理区划。基于评估结果,运用地理信息系统技术,采用定性与定量相结合的方法,分析生态系统服务价值的空间分布规律,结合全国主体功能分区,进行青海省生态系统管理区划。 6.开展生态系统可持续发展对策研究。研究生态系统服务及生态资产的演变趋势,分析国家重点生态建设项目对青海省主要生态系统服务价值及生态资产的影响。并结合生态系统管理区划成果,对不同的生态系统类型和重点区域综合提出适应性保护措施与可持续发展对策。

1. Screen and determine the evaluation index system. By comparing typical domestic and international cases of ecosystem service value and ecological asset assessment, and combining the ecological location of Qinghai Province, the research index system for ecosystem service value and ecological asset assessment of Qinghai Province is determined to ensure the scientific nature of the evaluation index system. 2. Construct an ecosystem assessment data platform. Extensively collect and organize data such as environmental monitoring data, remote sensing data, resource survey data, long-term meteorological observation data, important species, soil, vegetation, land use, and socio-economic indicators of Qinghai Province, and integrate and establish a comprehensive data platform required for ecological assessment through methods and means such as 3S technology. 3. Quantitatively assess the ecosystem service value of Qinghai Province. Adopting the internationally mainstream ecosystem service value assessment methods, quantitatively evaluate the spatio-temporal patterns of the physical quantities of ecosystem services of ecosystems such as forests, wetlands, grasslands, deserts, farmlands, and important ecological function zones in Qinghai Province, and use multiple economic value transfer methods to measure the value of various ecosystem services. 4. Quantitatively assess the ecological asset value of Qinghai Province. In accordance with internationally recognized environmental economic accounting standards, make full use of the assessment results of ecosystem service values to quantitatively evaluate the ecological asset value of Qinghai Province in 2012. 5. Carry out ecosystem management zoning for Qinghai Province. Based on the assessment results, use Geographic Information System (GIS) technology, adopt a combination of qualitative and quantitative methods, analyze the spatial distribution law of ecosystem service values, and combine with the national main functional zoning to conduct ecosystem management zoning for Qinghai Province. 6. Conduct research on sustainable development countermeasures for ecosystems. Study the evolution trends of ecosystem services and ecological assets, analyze the impact of national key ecological construction projects on the main ecosystem service values and ecological assets of Qinghai Province. Combined with the results of ecosystem management zoning, comprehensively propose adaptive conservation measures and sustainable development countermeasures for different ecosystem types and key regions.
