FRMP quality scores and contextual flood risk data used in “Adaptation to flood risk in Europe: Quality of Flood Risk Management Plans”. The dataset contains country-level, cycle-level Flood Risk Management Plan (FRMP) quality scores (0-100) for six plan quality principles (Fact base, Objectives, Measures, Implementation & Governance, Monitoring & Evaluation, Participation) for the first (2010-2015) and second (2016-2021) planning cycles, derived by expert coding of the Commission Staff Working Documents (CSWDs) against the six-principle framework. It also contains GDP (World Bank, World Development Indicators, 2025) and observed flood events, losses, fatalities and persons affected for 2006-2025 (cumulative totals and average annual values), derived from the HANZE database of historical flood impacts in Europe, 1870-2025 (Paprotny, 2025; https://doi.org/10.5281/zenodo.17226475).
