The 303(d) list includes all waterbodies identified as being impaired (not meeting water quality standards) by one or more pollutants where a Total Maximum Daily Load (TMDL) has not yet been developed but is required. All pollutants on the 303(d) list are in category 5. Once a TMDL has been developed for a pollutant and approved by EPA, the category for that pollutant becomes 4a, therefore coming off the 303(d) list. If, in future reporting cycles, the pollutant is found to meet water quality criteria, then the category for that pollutant becomes 2c, as the TMDL always applies. This layer has all waterbodies where at least one pollutant has an EPA-approved TMDL. At one time, the pollutant was identified as a cause of impairment and was on the 303(d) list, triggering the development of a TMDL.
