Abstract This record publishes the formal governance and reproducibility framework for the Precision Cascade Cosmology programme. The archive defines the authoritative rules, policies, and verification standards by which the Precision Cascade Master Archive is audited, interpreted, preserved, and extended. The framework specifies the criteria for deterministic execution, checksum policy, cryptographic sealing, golden-output authority, provenance requirements, audit scope, and canonical DOI-based referencing. It formally distinguishes between scientific results, executable artifacts, and governance metadata, ensuring that all archived materials are non-duplicative, tamper-evident, and institution-ready for long-term preservation. This release does not contain scientific results or data. Instead, it codifies the normative infrastructure that governs how the Precision Cascade system of record is constructed, verified, and maintained. It establishes a reproducibility constitution for the programme, enabling independent laboratories, archivists, and auditors to evaluate the master archive against explicit, publicly citable standards without reliance on author interpretation. Description Overview This Zenodo record contains the official Precision Cascade Governance Framework. It defines the policies and technical rules that govern the structure, auditability, and long-term preservation of the Precision Cascade Cosmology system of record. Where the Master Archive provides executable scientific artifacts, this framework provides the normative layer: the formal specification of what constitutes authoritative data, valid computation, acceptable provenance, and auditable integrity across the entire programme. This release is intentionally free of scientific datasets, numerical results, or analysis code. Its purpose is to make the rules of verification, certification, and archival stewardship explicit and citable. Relationship to the Master Archive This governance framework formally references the Precision Cascade Master Reproducibility Archive(DOI: https://doi.org/10.5281/zenodo.18250498 ) as the system of record for the programme. The Master Archive, in turn, is governed by the policies defined in this framework, including: what artifacts are considered authoritative, how cryptographic checksums are generated and validated, how deterministic execution is enforced, how audit artifacts are interpreted, and how canonical DOI-based references (e.g., for Paper I) are maintained without physical embedding. Together, the Master Archive and this framework form a federated, self-auditing scientific system in which results, verification, and governance are explicitly separated yet formally bound. Scope of the Framework This archive specifies, in a machine- and auditor-readable manner: Determinism policy: rules for bit-exact or tolerance-bounded validation and authoritative “golden outputs.” Checksum and integrity policy: definition of what is included in cryptographic manifests and what runtime artifacts are explicitly excluded. Provenance requirements: standards for documenting data lineage, transformation steps, and execution environments. Audit scope: what constitutes a valid internal or external audit and how audit artifacts are to be interpreted. Canonical referencing: DOI-based, non-duplicative linkage of foundational and component archives (e.g., Paper I as an external, sovereign artifact). Preservation rules: requirements for open formats, dependency pinning, and archival longevity. These rules are designed to be applied mechanically, without interpretive discretion, enabling adversarial audit and independent verification. Purpose and Significance The Precision Cascade Governance Framework establishes a new class of research artifact: a publicly citable reproducibility constitution. Rather than relying on informal best practice, author reputation, or narrative description, the programme’s integrity is anchored in explicit, versioned policy that can be inspected, enforced, and preserved. This enables: forensic-grade reproducibility audits, cryptographic chain-of-custody across multiple DOIs, clean separation between scientific content and governance metadata, and long-term archival stewardship independent of any individual researcher or institution. This framework demonstrates how complex, multi-paper scientific programmes can be governed as formal systems of record rather than as collections of loosely related files. Intended Use This archive is intended for: institutional and journal-level reproducibility audits, independent laboratory verification of the Precision Cascade Master Archive, archival policy evaluation and digital-preservation research, and use as a reference implementation for audit-grade, machine-verifiable scientific governance. No scientific results are modified or interpreted here. This framework exists solely to define how such results are validated, certified, and preserved.
