为深入贯彻落实科学发展观，满足宏观决策与科技管理的需要，更好地推动创新型国家的建设，经国务院批准,国家统计局、科技部、国家发展改革委、教育部、财政部、国防科工局于2009年联合开展了第二次全国R&D资源清查

To thoroughly implement the Scientific Outlook on Development, meet the needs of macroscopic decision-making and science and technology management, and better advance the construction of an innovation-oriented country, with the approval of the State Council of the People's Republic of China, the National Bureau of Statistics, the Ministry of Science and Technology, the National Development and Reform Commission, the Ministry of Education, the Ministry of Finance, and the National Defense Science, Technology and Industry Administration jointly conducted the Second National R&D Resources Census in 2009.
