This series registers securities lodged by settlers under the Discharged Soldiers Settlement Acts for the repayment of advances made to them for the improvement of the land which they were licensing or leasing with a view to final purchase.Details given are the number and date of entry, the name and address of the guarantor of the security, the type of title (lease or licence), correspondence (or file) numbers at the Occupation Branch or the Closer Settlement Branch and the nature of the security which might be a mortgage or a lien on the produce of a farm. The amount of the advance is given as are details of the valuation, the payment of fees, the endorsement of the licence or lease, the registration of a mortgage at the Titles Office, any additional securities and the acknowledgment of the repayment of the loan. Further details with respect to these advances and securities might be able to be found in the series of Advances Files arranged by district.Tenants on closer settlement or soldier settlement land lots were able to lease the land for at first a period of six years with residence and improvements conditions. The terms required the lessee to fence the land, destroy vermin and noxious weeds and some leases required the tenant to erect a dwelling on the land within one year. After six years, lessees could mortgage, transfer or sub-let their land. They could also apply for a Crown Grant to purchase the land if the balance of the purchase monies had been paid.Both the Closer Settlement Acts and the Discharged Soldiers Settlement Act 1917 (and its successors) allowed for the payment of advances to settlers to allow for the erection of buildings, for fencing, for the purchase of implements and stock and for other defined purposes. The amount able to be obtained and the terms of repayment were set forth in the Acts with the Board (or Commission) able to take a lien or mortgage or other security to ensure repayment of the advance.From 1931 (or entry number 24301) securities under the Discharged Soldiers Settlement Acts were recorded in VPRS 11923 Register of Securities Closer Settlement Acts.
