OWL 2 DL Ontology for Judicial Digital Transformation – SROIQ(D) with SWRL Rules

This OWL 2 DL ontology, developed using the SROIQ(D) description logic, provides a formal model for digital transformation in judicial proceedings. It includes 28 core classes representing judicial actors, processes, artifacts, digital enablers, and performance metrics, interconnected by 54 object properties and 32 data properties. The ontology is enriched with 12 SWRL rules for automated reasoning, enabling functions such as automatic delay detection, dynamic authentication of digital evidence, and smart case assignment. It was designed and validated within the context of Iranian cybercrime appeal cases, demonstrating significant improvements in reducing litigation cycle time (57%), backlog rate (78%), and evidence verification time (93.75%).
