CHALLENGES OF PROVIDING CYBERSECURITY IN CENTRAL ASIA: THREATS AND OPPORTUNITIES FOR REGIONAL COOPERATION

This study examines the evolving landscape of cybersecurity within the Central Asian region, evaluating national legislative frameworks, institutional mechanisms, and cross-border vulnerabilities. Positioned as a critical geopolitical hub, Central Asia faces escalating asymmetric cyber threats, including state-sponsored infrastructure attacks, digital extremism, systemic disinformation campaigns, and cross-border financial fraud. Through a comparative institutional analysis of Uzbekistan, Kazakhstan, and Kyrgyzstan, this paper assesses the efficacy of current domestic defense mechanisms - such as Uzbekistan’s 2022 Law “On Cybersecurity” and Kazakhstan’s “Cyber Shield” initiative. The findings indicate that while national legislative architectures are substantially developed, regional cyber-defense remains highly fragmented due to the absence of unified data-sharing protocols and formal multilateral operational structures. To mitigate these vulnerabilities, the study proposes the establishment of a centralized “Central Asian Cyber Response Network” (CACRN) and a harmonized regional legal framework to institutionalize collective digital resilience.
