The LIDAR composite digital terrain model (DTM) is a raster elevation model covering all of England at 1m spatial resolution where each pixel represents the height of the terrain above ordinance datum. The DTM is produced from the last or only LIDAR return where surface objects such as buildings, bridges, trees and cars have been removed from the using bespoke algorithms and manual editing of the data to produce a terrain model of the ground. Produced by the Environment Agency in 2025, the 2025 lidar composite DEMs consist of data surveyed from the 2016 / 2017 survey season to the 2024 / 2025 survey season. Our lidar data is mainly surveyed during leaf-off conditions between October and April when the vegetation has died back, in order to get the best view of the ground. (Exceptions to this date range maybe in the coastal zone, where we survey at the low spring tides which may be in September or May, but the vast majority will be flown during the winter months). The data from these surveys have been merged together to create the LIDAR composite using a feathering technique along the overlaps to remove any small differences in elevation between surveys. Where repeat surveys have been undertaken the newest, best resolution data is used. Where data of a higher spatial resolution than 1m is used, it was resampled to 1 metre resolution using bilinear interpolation before being merged. All processing work was done using ArcGIS Pro software. All individual LIDAR surveys have been compared against independent topographic ground control surveys and have a vertical accuracy of +/-10cm RMSE.
