Data ES (National Census of All Sports Facilities, Spaces and Practice Sites) is one of the priority actions carried out by the Ministry of Sport. The aim of this approach is to allow a good shared knowledge of existing facilities and sites and to help improve the perception of territorial inequalities in their distribution. This is a prerequisite for any prospective approach to land use planning.
The identification of DATA ES sports facilities, spaces and sites of practice concerns, with the stated objective of completeness, all facilities, in service, public or private, open to the public free of charge or for a fee.
The essential criterion is that everyone can access it (individually or through a public or private, associative or commercial structure), free of charge or for a fee, with the main objective of practising physical activity and/or sport.
The census includes:
* school facilities, holiday and leisure centres, known as ‘proximity centres’ (open 24 hours a day), works councils (open to the public or to an associative sporting practice other than reserved solely for the company’s employees) or equipment without paid access,
* hospital equipment,
* sports venues (e.g.: sports palace, zenith, ...),
* marinas,
* military sports equipment (open to the public or to an associative sport practice) and all sports equipment of penitentiary institutions.
The census is intended to be as broad as possible. For example, a rural home, converted into a ‘table tennis room’ or a ‘judo dojo’ within a JCM, is to be listed (as a rural home, with table tennis and judo activities).
Conversely, the following are not recorded:
* Leisure ‘small equipment’ or purely playful furniture (e.g.: mini-golf, pedal boat, mini-kart, soap box, stock car, concrete table tennis table, children’s play equipment, etc.);
* Sports facilities, spaces and practice sites exclusively for family use (e.g.: swimming pool or private tennis courts, etc.);
* Equipment related to fairground events;
* Mobile equipment (such as sailboats);
* Equipment located in bars and restaurants (e.g.: billiard room...), if they are not the subject of an effective associative practice.
