Index of Municipal Organization 2000–2024

The organizational database describes municipal and county organization from 1995 until today. It gives valuable insight into how norwegian counties and municipalities choose to organize politically and administrativly, in the production of services, in contact with inhabitants and as democratic institutions and how this has developed over time. This dataset shows how the municipalities score along choosen idexes from 2000-2024.

The datasett contain six central measures relating to the central themes of the organizational database. The indexes are better suitet than simple indicators to give a wide picture of how municipalities has developed over time in certain areas. The six indicators is as follows: 1) Political delegation: the extent of delegation from the municipal council to other elected bodies. 2) Administrative delegation: describing the degree of authority delegated from the municipal council to administrative units such as the municipal director, department heads, and unit managers. 3) Administrative capacity: measures the organizational resources available to municipalities for performing their tasks and functions. 4) Intermunicipal cooperation: assesses the extent of collaboration between municipalities in the provision of services. 5) Outsourcing: referring to the extent to which key municipal services are outsourced. 6) Citizen participation: evaluates the use of participatory measures to engage citizens in local politics between elections.
