National Research in Germany Institutions and Governmental Expenditures (Quantitative Structures)

The main interest of analysing public research outside the universities is centred on two questions: - When and why does the state use the resource science in specific areas of policy? - How can types of public research be identified? In order to answer these questions there were two datasets collected. The first dataset is the result of carrying out a survey of the actual existing public research institutions; the second dataset contains the public expenditures on research institutions outside the universities during the last 100 years. In this connexion the public expenditures on science are an important indicator, which is easily available and in the case of this study specified for the relevant public research institutions outside the universities. The study bases on the Data Handbook of the scientific development (“„Datenhandbuch zur Wissenschaftsentwicklung“ (vgl. Pfetsch, F.R., 1985: Datenhandbuch zur Wissenschaftsentwicklung. Die staatliche Finanzierung der Wissenschaft in Deutschland 1850 - 1975. Köln: Zentrum für historische Sozialforschung; ZA-Studiennummer: 8051)). The Data-Handbook composes the financial data from the budget items of the German administration. Focus of interest is the public portion of the budgets of institutions.
