Defined as “the conditions or processes which increase the susceptibility of an individual, a community, assets or systems to the impacts of hazards" by UNDRR (2017), reducing vulnerability presents a significant opportunity for mitigating disaster risk. The Risk Data Hub developed a vulnerability framework introducing a cross-scale indicator for measuring vulnerability at the European level. This indicator is composed of five dimensions: social, economic, political, environmental and physical.
