该数据根据土地利用总体规划、城市总体规划及城镇经济社会发展情况，组织编制土地储备规划和计划，报市政府批准后组织实施。按市政府批准的土地储备计划，组织实施土地收购储备工作，对市属国有企（事）业单位存量土地资产、市政府收回的闲置土地和征收的存量土地进行储备进行数据统计、上报。
This dataset is formulated based on overall land use planning, urban master plans and urban economic and social development conditions. Land reserve planning and plans are compiled, then implemented upon approval by the municipal people's government. In accordance with the land reserve plan approved by the municipal government, land acquisition and reserve work is carried out, and data statistics and reporting are conducted for stock land assets of municipality-administered state-owned enterprises and public institutions, idle land recovered by the municipal government, as well as expropriated stock land included in the land reserve.
