Asset based plant cost norms in Vietnamese public road construction: decomposed machine shift prices, plant requirements and consumption trajectories

The dataset supports an analysis of how the statutory machine shift price used in Vietnamese public construction estimates is composed, and of the difference between the entitlement that price pays and the cost a contractor with older plant need incur. It contains the decomposed shift prices for thirty items of plant in three provinces, the norm derived plant requirements for twenty five roadworks operations, the mapping between the cost schedule and a national fleet survey, the measured fuel consumption trajectories by machine age, and the full computation output underlying Tables 1 to 4 and Figures 2 and 3 of the article. All monetary values are in Vietnamese dong (VND) at the price levels announced in 2026. Machine codes are those of the national cost norm schedule.
