VPRS 930 Personal Papers of R H Budd

Richard Hale Budd (1816 - 1909), educated at Rugby, Cambridge and a Westminster training institution, settled in Tasmania where he conducted a school. From 1846, he conducted a classical school in Melbourne until becoming Headmaster of Melbourne Diocesan Grammar School in 1848. From 1854, Budd was closely associated with the Denominational Schools Board (VA 703) serving as Secretary and Deputy Secretary to the Board, as a 'normal' inspector and as the initiator of a system of teacher training at St James Church of England School.Budd was prominent in framing the Common Schools Act of 1862, but opposed the Education Act 1872 which brought the Department of Education under Ministerial control. He later conducted classes for teachers , took part in other education projects and from 1886 - 1889 conducted a school at Brighton.Papers in this unindexed and unordered collection include annotated draft Bills and Acts of Parliament to do with education, copies of Denominational Schools Board statistical returns, correspondence with colleagues interstate regarding educational matters, notes regarding Denominational Schools Board meetings, lists of National Schools Board teachers 1856 - 1862, Victorian Education Department Superannuated Teachers 1849 - 1905, Obituaries 1849 - 1894 and Victorian Education department Permits to Teach. Other papers are copies of pro forma and papers relating to the Annual report of the Denominational Schools Board as well as drafts of letters, reports, proposals and recommendations.
