<ul><li><font size='2'><span style='background-color: rgb(255, 255, 255); color: rgb(0, 0, 0); line-height: normal;'>A NPA is a dynamic, crosscutting, participatory process with realistic short, medium and long-term priorities for coastal and marine protection, involving strategic planning, concrete targeted and affordable projects, feedback and periodic evaluation to improve performance and revise activities. A NPA is never really finished, it is not a finite task that can be performed and then forgotten. Government authorities are responsible for creating and maintaining an enabling environment in which participatory, demand-driven sustainable development can take place. </span></font></li></ul><ul><li><span style='background-color: rgb(255, 255, 255); color: rgb(0, 0, 0); line-height: normal;'><font size='2'>A key purpose of the NPAs is to mobilize stakeholders and resources, and to ensure that activities fit into existing institutional, policy, societal and budgetary frameworks. As needs and priorities vary greatly between countries, action has to be tailor-made. In some countries a specific NPA may not be necessary because other relevant programmes are already in place. In other countries a limited programme may be enough to pull all relevant actors together, and in a third group of countries a full-scale programme will be required.</font></span></li></ul>
