The article argues that the decline in allied trust is driven less by political or ideological divides and more by ongoing legal uncertainty over the scope of U.S. executive power in trade, sanctions, and regulatory matters. The resulting legal volatility—where executive actions are frequently contested in court or reversed by subsequent administrations—creates what I describe as a “credibility chasm.” This instability discourages allies from integrating their supply chains or sharing sensitive dual-use and AI technologies, weakening the interoperability essential for collective defense and economic resilience. The paper concludes with specific legal and diplomatic recommendations aimed at restoring predictability and reinforcing trust in U.S.-allied technological cooperation.
