DeputyPrimeMinisterandtheChancelloroftheDuchyofLancasterInthedarkdaysof2020and2021,wewitnessedthedevastatingimpactofanovelinfectiousdiseaseoutbreakspreadingacrosstheworld.Todate,theCOVID-19pandemichaskilledover200,000peopleintheUK,closetosevenmillionglobally.Itravagedhealthsystems,destroyedeconomiesanddamagedlivelihoods.IthasbeenthebiggestcrisistheUKhasfacedingenerations,andthegreatestpeacetimechallengeinacentury.AndithastaughtusanumberofthingssincethelastBiologicalSecurityStrategywaspublishedin2018.First,ourworldisincreasinglyvulnerabletobiologicalthreatswithcatastrophicimpacts-whetheritisanotherpandemic,aterroristattackorantimicrobialresistance.Thosethreatshaveonlymultipliedinrecentyears,andtheyoverlapandintersectwitheachotherinincreasinglycomplexways.Second,thepandemicdemonstratedthesheeringenuityandinnovationoftheUK’sLifeSciencessector,includingthephenomenalsuccessoftheCOVID-19vaccinedevelopmentandrolloutprogramme.Thepartnershipsforgedbetweenthepublic,privateandphilanthropicsectors,alliedintheirdeterminationtodefeatthevirus,wereanunqualifiedsuccess,savingcountlesslives.
