Pandemic Agreement INBdatabase

The INBdatabase traces the Pandemic agreement negotiation process across five official sessions held in Geneva between February 2023 and March 2024. Focusing on text-as-data, it covers the outcomes of plenary sessions, working group meetings and informal-informals. The database is based upon negotiation text that is “work in progress” and contain member states’ positions regarding different topics and issues. The database does not cover the first three (INB1 – INB3, mainly paced by formalities, consultations and public hearings) and the last four INB sessions (INB9 resumed – INB13, that were fully closed meeting. It does not cover specific spaces such as bilateral consultations, internal meetings of the Bureau, or consultations with the Presidency. The INBdatabase reflects how the states engage with the successive negotiation drafts tracing all the types of actions taken. It consists of more than 13,000 observations and allows the use of this primary data for related research.
