Climate change and rapid urbanization are increasing the vulnerability of city infrastructure to floods, heatwaves, drainage failures, and utility disruptions. This study proposes a conceptual framework for climate-resilient infrastructure in sustainable smart cities using a systematic literature synthesis, resilience model development, and SDG-policy mapping approach. The framework integrates five resilience pillars i.e. robustness,redundancy, adaptability, recoverability, and sustainabilityto strengthen urban systems against climate-induced shocks. The study further aligns resilience dimensions with SDG 11, SDG 13, and India’s Smart Cities Mission, ensuring policy and implementation relevance. Expected outcomes include improved flood resilience, enhanced service continuity, better heat risk preparedness, and stronger governance transparency. The framework provides a scalable roadmap for municipal corporations and urban planners to prioritize climate adaptive infrastructure investments, green-blue systems, and disaster-ready service networks. It is particularly suitable for emerging tier-2 Indian cities such as Bhubaneswar facing rapid climate and infrastructure stress.
