The issuance of lotteries must be reviewed and approved by the Ministry of Finance, then submitted to the State Council of China for final approval, and subsequently issued by lottery issuing institutions approved by the Ministry of Finance. No other government departments are authorized to approve lottery issuance. The official issuing institution of China's Sports Lottery is the Sports Lottery Management Center of the State General Administration of Sports (also referred to as the China Sports Lottery Management Center), which is subordinate to the State General Administration of Sports. In 2022, China's Sports Lottery recorded an annual sales volume of 276.522 billion yuan, raising 67.747 billion yuan in public welfare funds for the state. As of July 1, 2023, the cumulative amount of public welfare funds raised by China's Sports Lottery has exceeded 730 billion yuan.
