Constructing Green Security: REPowerEU and the Securitization of EU Energy

This dataset contains the qualitative coding output underlying the article "Constructing Green Security: REPowerEU and the Securitization of EU Energy Transition Discourse" (Coleandro and Villani). It includes 37 excerpts from eight official European Commission materials published in 2022 and 2025: the REPowerEU Plan, its institutional launch video and launch press statement, the REPowerEU Roadmap, the State of the Union speeches of 2022 and 2025, and the State of the Energy Union reports of 2022 and 2025. The excerpts were coded in Taguette with seven thematic codes: emergency, security, threat, us EU (vs. unreliable partners), green security, war and independence. The first four codes were informed by securitization theory; the other three emerged inductively from the documents. Both authors independently coded the full corpus and reconciled divergences through discussion.
