C.A.R.E MASTER CHARTER

This document establishes the structure, ethics, technology rules, global rights, and public stewardship for all C.A.R.E. rescue systems. It binds governments, corporations, communities, and individuals to a single principle: A human life is not an asset. It is not a cost. It is not negotiable. The Commons declares rescue a universal right. 1. PURPOSE C.A.R.E. exists to preserve life in environments where humans die fastest: • cave collapses • entrapments • mine disasters • sinkholes • building failures • wilderness compression hazards • oceanside constriction traps • debris entombment • earthquakes • structural fires (rescue only, not firefighting) Where survival is measured in minutes, C.A.R.E. replaces helplessness with engineered intervention. This system is not militarizable. Not privatizable. Not patentable. Humanity owns it together.
