<h3> Background </h3> This dataset was developed as part of a systematic review aimed at understanding the elements that constitute public opposition to negative reimbursement decisions in healthcare. <h3> Purpose </h3> The dataset includes the data extracted from 81 scientific articles, published between 1981 and 2024, identified through comprehensive searches in Embase, Google Scholar, Google, and Startpage. <h3> Methods </h3> The searches were conducted in 2021 with updates in 2022 and 2024, and supplemented by a targeted hand search. Each included article was reviewed in full and coded using a thematic framework approach based on the ‘Five Ws’—Who, What, When, Where, and Why. The framework is applied across nine main actors involved in negative reimbursement decisions (i.e., decision-makers, citizens, patients (and representatives), physicians, pharmaceutical companies, politicians, scholars, media, and courts) and the thematic categories identified in the review (e.g., types of opposition, expressions of opposition, interpretations of evidence, contextual factors). <h3> Results </h3> It also includes excerpts and descriptive summaries from the reviewed articles, organized per theme. <h3> Conclusion </h3> The dataset provides a structured thematic overview of public opposition to negative reimbursement decisions in healthcare across multiple actors and contextual categories.
