This series contains a random sample of the working papers and inspection reports created by the Licenses and Charities Division of the Department of Finance which was responsible for investigations into fraud etc. When a separate Investigation Division was created in 1985, the papers and reports relating to inspections were removed from each Tobacco Wholesaler's file to form the present series.
