Scaling Ratio Theory (SRT) demonstrates that all relativistic and gravitational phenomena can be derived with zero postulation and minimal free parameters using only measured constants: the diurnal rotation rate (15 degrees per hour), the vertical atmospheric electric field (100 volts per meter), the elementary charge, ion mass, and the speed of light. SRT replaces curved spacetime with mechanical focal compression, motion narrowing a system's field of interaction, producing time dilation, and radial dilation, position-dependent scaling from rotation, producing length contraction and the Sagnac effect. The gravitational constant G is eliminated entirely and replaced with measured atmospheric electrical parameters. Dark matter is not required for galactic rotation curves, which are reproduced from baryonic mass alone via the full geodesic equation in the SRT metric. Gravitational redshift is reformulated as photon energy scaling in a refractive index gradient. The SRT metric reproduces all classical tests of General Relativity, perihelion precession, light deflection, and Shapiro delay, to post-Newtonian order. All relativistic predictions are preserved; only the causal mechanism changes. SPARC galaxy rotation curve fits confirm the prediction that the galactic rotation parameter equals the asymptotic flat rotation velocity divided by twice the disk scale length, to within 2 percent, eliminating the need for dark matter.
