Langi Kal Kal was a youth training centre established by the Victorian state in 1965. It had previously been a prison for youth and adult offenders. Langi Kal Kal trained boys 17 to 21 years of age. In June 1993, it became an adult prison again.In addition to the standard Youth Training Centre Program, including community service projects and weekend camping, the Centre operated a general purpose farm on its 2700 acre property and supplied farm products to other Departmental institutions. The farm activities and other education and social programs were used to simulate community employment conditions that could provide positive, realistic experiences in the areas of skills training, education and employment.When the Langi Kal Kal youth training centre was closed in March 1993, Malmsbury became Victoria's main Youth Training Centre for 17 to 20 year old offenders.This record series comprises two items. One is a manual of instructions for Langi Kal Kal Youth Training Centre staff. The other item is a manual of staffing policies, practices and industrial agreements for staff employed at the Centre.The Manual of Instructions for Langi Kal Kal Youth Training Centre was to be used in conjunction with the Community Welfare Services Act 1970 (reprinted 22 May 1985) and the Regulations promoted to promulgate the Act (15 April 1985). Sections of the Manual related to relevant sections in the Regulations. The instructions and amendments to them were expected to be known by all members of staff. Amendments were issued as required. Interpretations or alterations of the Instructions were to be made by the Superintendent/Manager or his Deputy. The Manual is divided into sections which include an introduction to the manual, the aims and objectives of Langi Kal Kal and general instructions. The Manual includes copies of forms and information circulars.The Staffing, Policies & Practices & Industrial Agreements Manual was to be used in association with the Children and Young Persons Act 1989 and Regulations under that Act, Langi Kal Kal Manuals of Instruction and Procedures, Langi Kal Kal Circular Files, sectional staff note books and Departmental Instructions. Interpretations of the contents of the Manual were only to be made by the Chief Executive Officer of Langi Kal Kal or the Officer in Charge in the Chief Executive Officer's absence. The Manual was to be used as a reference in determining policies and practices and as a reference to industrial agreements. All staff were to be familiar with the Manual's content's but trainees were not to gain access to it. The Manual includes a list of abbreviations and a table of contents.With respect to both items, loose papers have been arranged in folders to form files.
