CETΩ: Causal–Informational Completion of Black Holes

We submit the enclosed manuscript, which presents the causal–informational completion of general relativity applied to black holes. The framework introduces a retarded, entire kernel with positive Stieltjes spectrum, yielding a fully causal, analytic, and unitary gravitational dynamics that removes singularities without ad-hoc potentials or symmetry breaking. We show that this formulation predicts fractional ringdown shifts |Δω/ω| ≈ (1–6)×10⁻⁴ and stable causal cores instead of singularities, in full agreement with LIGO–Virgo–KAGRA, LISA and EHT sensitivity ranges. The theory remains falsifiable through these observables, satisfying the causal falsifiability principle recently formalized in the CETΩ framework.
