In the domain of optical wireless communication and radio frequency heterogeneous networks (OWC/RF HetNet), the design of network topology is of paramount importance, posing a multifaceted challenge. This challenge arises due to the distinctive features of OWC and RF networks, as well as the differences in transmissions, both uplink and downlink, between optical and RF access points (APs). To address these issues, we introduce the Fuzzy Technique for Order Preference by Similarity to the Ideal Solution (Fuzzy TOPSIS) algorithm. It serves as a comprehensive method for simultaneously evaluating various attributes during the topology design process. We have developed a simulator for this algorithm, although it requires a substantial amount of time to execute due to its inherent complexity and the need to examine all potential network topologies. The resulting dataset contains valuable information collected after running the simulator, which is accessible to other researchers. They can utilize this dataset for comparisons and to enhance their own research outcomes. Furthermore, this dataset can be tailored to suit machine learning-based approaches in the topology design of OWC/RF HetNet.
