VPRS 12772 Station Development and Commercial Development Project Records

This is an artificially created series containing records relating to various station development / commercial development projects.Below is specific information in relation to the consignments contained in this series:* P0001 and P0002 (Public Transport Corporation (PTC) Series 767)The P1 and P2 consignments contain subject-based files apparently maintained by Geoff Spring, the Project Manager, Flinders Street Station Development.In May 1986 the Government was approached by the then Hayson group of companies to consider a proposal for the development of the air space above the platforms of Flinders Street Station for use as a "Festival Market". The Authority arranged for a commercial evaluation of the viability of the proposal and the preparation of a development brief. The Cabinet Economics Committee gave approval to the Project in December 1988. A Project Team was created within the Authority to co-ordinate the Authority's input to the project.The scope of the project comprised the construction of a retail development over the platforms of Flinders Street Station and the incorporation of the refurbished Flinders Street wing of the station building.* P0003 (PTC Series 734), Broadmeadows Station Centre Development ProjectThe Broadmeadows Station Centre Development was initiated following the establishment in 1982 of the Broadmeadows Ministerial Group in response to increasing vandalism and violence in the area.The Broadmeadows Station Centre Development Agreement was signed between the MTA as lead Government Agency and Rathmines Pty Ltd, the Developer, in October 1987. Work commenced in January 1988.The records relate to a legal dispute between PTC and the developer contracted to upgrade Broadmeadows Station. Most records were accumulated during the legal action (eg contracts, agreements, minutes of meetings for the opposing solicitors. It also consists of correspondence, responses to claims, etc.The case went to the Supreme Court.* P0004 (PTC Series 789), Box Hill Transport CentreThis consignment consists of files that documented the construction of the Box Hill Transport Centre.The railway station at Box Hill went from above to below ground, a significant commercial development was erected over the old station, and a bus terminal was also constructed. Included is:- Contract correspondence, correspondence with the Ministry of Transport, specifications, design calculations,- Planning statements, track alignment calculations, plans, drawings,- Commercial development project files (including car parking), specifications, status reports (Railway Construction and Property Board),- Re-zoning (general correspondence and legal matters) three volumes, and- Dilapidation / deformation surveys (with photographs).The files were arranged by the respective nine zones, which the project was divided into. Folios within files were arranged in chronological order.* P0005 and P0006 (PTC Series 751, 752), Flinders Street Station Redevelopment ProjectThe P5 and P6 consignments contain files relating to the Flinders Street Redevelopment Project.* P0007 (PTC Series 1151)The P7 consignment documented the Flinders Street Station Redevelopment (FSSR) Inquiry - a report on certain matters relating to the role of the MTA in the FSSR project. The FSSR was a project investigating commercial aspects of leases to concessionaries for shops in the station precinct, following a $7 million refurbishment.The FSSR project began in November 1982 and commenced in May 1983. The report examined the procedures carried out, eg tendering processes and lease negotiations, by the FSSR Project Manager of the Ministry of Transport during this interim period.Included is,- the full report of the inquiry team 16 July 1986,- internal audit report,- Leases, property administration files, valuations; and- Project cost estimates.* P0008 (PTC 754)The P8 consignment contains photos relating to Flinders Street Station Development and various other construction projects. The photos were found together within the PTC series 754 at the time of the transfer of this consignment.* P0009 contains records related to various train, foot and road bridges and other pieces of infrastructure.* P0010 and P0011 mainly contain planning records of the Altona-Laverton Rail Link.* P0012 and P0013 contain Flinders Street Station tender submissions and redevelopment records.* P0014. This consignment consists of files that documented the construction of the Box Hill Transport Centre.* P0016 Flinders Street Station redevelopment records.
